Scallop Stock Enhancement in New Zealand: Lessons from
Applying an Integrated Approach

The movement away from production-orientated to wealth-based objectives for fisheries management in New Zealand has started to expose the real benefits and constraints of stock enhancement. Experiences in the Nelson scallop fishery in New Zealand demonstrate that enhancement alone is not a panacea for addressing the complex problems of fisheries management. Enhancement is best viewed as one the many tools that can be used to contribute to the successful management of fisheries resources. A management system that is equally responsive to biological signals, such as recruitment failure, and economic factors, such as fish price and production cost, is needed to fully capture the benefits, if any, of stock enhancement.
